National Programme Officer

Responsibilities performed as National Programme Officer in UNIDO Regional Office Hub covering Benin Republic, Burkina Faso, Democratic Republic of the Congo, Guinea, Mali, Niger, Nigeria, and Sierra Leone

1. Officer-in-Charge (OiC) of UNIDO

  • Serves severally as OiC/UNIDO Representative for the UNIDO Regional Office Hub and supervises about 30 staff;
  • Represents UNIDO in the United Nations Country Team (UNCT) and Programme Management Team (PMT) of the UN; and
  • Contribute to UNIDO’s partnership with Regional Economic Commissions (RECs), Development Finance Institutions (DFIs) and International Financial Institutions (IFIs) including ECOWAS, AUC, UNECA, AfDB, and the World Bank.

2. Undertake programmes and projects cycle management (identification, formulation, implementation, monitoring, evaluation). Some of the deliverables here include:

  • Formulation, implementation, monitoring and evaluation of the UNIDO Country Programme for Nigeria, 2009-2012 with a budget of about US$20 million, which was reviewed and extended twice until 2018 with an increased budget of about US$30 million;
  • Formulation, implementation, monitoring and evaluation of the Country Programme for Inclusive and Sustainable Industrial Development in Nigeria, 2018-2022 with a budget of about US$57 million, which was extended to April 2024. The Country Programme comprises nine components, namely: Industrial Governance, Research and Statistics; Agro-industry and Agribusiness Development; Minerals and Metal Development; Trade Capacity Building; Micro, Small and Medium Enterprises (MSME) Development; Special Economic Zones, Industrial Parks and Private Sector Development; Science, Technology and Innovation Management; Sustainable Energy Development; and Environmental Management;
  • Formulation of the Programme for Country Partnership (PCP) for Nigeria, 2024-2028. The PCP, with a budget of about US$175 million, has six components, namely: Industrial policy and strategic governance; Start-ups and MSME development, innovation, science, technology and digital economy; Special economic zones, industrial parks, industrial clusters development and investment promotion; Value chains development - agro and minerals; Sustainable energy development and environmental management; and Trade capacity building and the AfCFTA; and
  • Formulation and implementation of a number of projects, including: Capacity building for the Nigeria Industrial Revolution Plan (NIRP); Skills gap assessment in Nigeria's industrial sector; Nigeria's textile industry study; Small hydropower development in Nigeria; Global Cleantech Innovation Programme (GCIP); Staple Crops Processing Zones (SCPZ); Capacity building for leather and garments sector; Biomass energy using rice husk as feedstock; Establishment of rice mills; Industrial policy for sub-national governments; Palm oil processing; Formulation of Country Programme for Benin Republic; Formulation of industrial policy for Benin Republic; etc.

3. Resource mobilization

  • Coordinates the planning and organization of partnership and donor roundtable meetings aimed at mobilizing partnership and resources for the programmes and projects. Examples of partnership and resources mobilized are:

i. Euros 12 million funding from the European Union for National Quality Infrastructure Project (NQIP) in Nigeria;

ii. Euros 9 million funding from the European Union for small hydropower (SHP) and circular economy approaches in Nigeria;

iii. US$500,000 from Waltersmith Petroman Oil Ltd to conduct feasibility study and develop master plan for an industrial and innovation park;

iv. US$2,689,680 from Global Environment Facility (GEF) for "scaling up small hydropower development in Nigeria";

v. US$4,017,180 from Global Environment Facility (GEF) for "industrial energy efficiency and resource efficient clean production";

vi. US$1,826,484 from Global Environment Facility (GEF) for "cleantech innovation programme for startups and small medium enterprises in Nigeria";

vii. US$3 million from the United Nations Basket fund funded by key donors including the European Union and Bill and Melinda Foundation to implement a joint project jointly implemented by UNIDO, WHO, ILO and UN Women to combat the COVID-19 pandemic;

viii. US$10 million from the Federal Government of Nigeria for Country Programme implementation; and

ix. Pledges of about US$12 million from State Governments in Nigeria including Cross River, Imo, Kebbi, Gombe, and Yobe.

4. Expert group meetings (EGMs), conferences/seminars, coordination meetings, and study tours

  • Organizes EGMs, conferences and seminars on thematic issues such as industrial policy, statistics, leather and garments, renewable energy, etc;
  • Organizes meetings of national coordination bodies (NCBs), steering committees, etc for programmes and projects; and
  • Organizes study tours on thematic issues to countries such as Japan, Thailand, Malaysia, Indonesia, India, China, Ethiopia, Kenya, Greece, etc.

5. Report preparation

  • Prepares annual report on the Country Programme to UNIDO headquarters; and
  • Prepares programme and project reports in collaboration with programme and project managers.

6. Research and studies

  • Coordinated UNIDO policy researches in Nigeria on:

i. Country industry profile;

ii. Smuggling and Counterfeiting;

iii. Oil Palm Sector Study;

iv. Cassava Value Chain Study;

v. Private Sector Development in Nigeria;

vi. Textile industry study; and

vii. Industrial skills gap assessment.

7. Private sector development

  • Coordinates quarterly meetings with the Organized Private Sector (OPS)such as Manufacturers Association of Nigeria (MAN); Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA); Nigeria Association of Small and Medium Enterprises (NASME); Nigerian Association of Small Scale Industrialists (NASSI); Nigerian Employers Consultative Association (NECA) to provide result-oriented services to their members.
