He holds a PhD in Computer Science from International Black Sea University, Georgia, an MSc from International Ala-Too University, Kyrgyzstan, and a BSc in Computer Engineering from the University of Toronto, Canada. Prof. Boukar's career is a testament to his passion for education, research, and leadership, underpinned by a strong academic foundation and extensive professional experience.

Certified as a PWC Leader and an IBM- and MIT-certified Mainframe professional, as well as a Chartered Engineer, Prof. Boukar has demonstrated a profound impact in both academia and the industry. His active membership in prestigious organizations such as the Institute of Electrical and Electronics Engineers (IEEE), the Nigerian Computer Society, and the Engineering Society of the Republic of Chad reflects his commitment to advancing technology and engineering standards globally.

Prof. Boukar’s career began as a Senior Developer at Surat Technology Company, Bishkek, Kyrgyzstan, where he gained valuable hands-on experience in software development and project management. He transitioned to academia, where his exceptional teaching and leadership have inspired many. Since joining Nile University of Nigeria in 2013, he has held a series of pivotal leadership roles, including:

  • Head, Department of Computer Science (2013–2015)
  • Director, ICT (2014–2016) – championing the development and implementation of the university's automation system, PMS
  • Dean, Faculty of Natural and Applied Sciences (2015–2016, 2017–2022)
  • Founding Dean, Postgraduate Studies (2016–2017)
  • Founding Dean, Faculty of Computing (2022–2024) – establishing transformative programs in Data Science, Cybersecurity, and Software Engineering
  • Founding Director, Distance Learning and Partnerships (2024–Present)

Prof. Boukar is also a prolific researcher with expertise in Artificial Intelligence, Machine Learning, Big Data Analytics, High-Performance Computing, and Knowledge Engineering. He has authored over 70 research papers published in leading international journals indexed by Scopus and SCI, and has written two influential books. His research has been presented at 45 international conferences, earning him 23 prestigious awards for his groundbreaking contributions. He also served as the Conference Chair for the ICECCO-2017 and ICECCO-2019 conferences, which were indexed by IEEE, Scopus, and Web of Science.

A dedicated mentor, Prof. Boukar has supervised seven PhD scholars and over 80 MSc graduates, many of whom have gone on to make significant strides in academia and industry.
