Emergency WASH & Infrastructure Coordinator

Summary: Project Manager for the DRC WASH program in Arua – Uganda implemented with OPM (Office of Prime Minister) supporting the South Sudanese Refugee Response with the Office of Prime Minister and UNCHR. Implemented DFID, ECHO, BPRM (current BHA) and other funding from UNHCR and private donors. Key responsibilities include;

  • Provide technical lead to DRC’s WASH, Shelter and Infrastructure programs in West Nile and general Engineering advisory to DRC’s program in West Nile in general
  • Develop key technical and general WASH, Shelter and Infrastructure strategies for DRC’s response.
  • Coordinate with both relevant internal and external actors to ensure an internal integrated approach and to mobilize external intervention. (DRC is the lead agency in the WASH sector in Rhino Camp)
  • Assist in innovative approaches to WASH services including a partnership with external commercial actors such as private sector and national organisations.

Key Achievements

  • Oversaw the implementation of motorization for 11 solar-powered water systems (including design and construction). Infrastructure cost: $1,470,239.73 this was done in conjunction with affected communities through both contractors and cash for work.
  • Managed and implemented various grants; ECHO, UNHCR, BPRM, Private Funds, DFID etc. Budget Portfolio Total: $ 5,477,831 which supported prompt access to WASH services for South Sudanese Refugees in Settlements in Uganda.
  • Improved access to water through the technical survey ‘Water Optimization Survey’ which assessed all conditions of boreholes before proposing new drilling. It recommended which ones were under/over-utilized.
  • Collected data and supported the research on ‘LCC – Life Cycle Cost Analysis of water systems which included cost vs benefit and social impact of water access.
  • Pioneered the project ATM water dispensing Machines in Refugee Camps in Uganda, the project cost was 400,000 USD in design and implementation, including social training and O & M

Summary: Supported sub-national cluster coordination for both WASH & Shelter Clusters in Unity State, with a total of 10 partners. The roles were part of the campaign for Beyond Bentiu Response that supported the IDP population not covered by services in the camp. Key Responsibilities include;

  • Conducted Inter-Cluster Assessments to identify gaps in WASH, Shelter and NFI, and Emergency Shelter needs, including monitoring, evaluation and impact of the response while identifying new needs.
  • Develop technical standards and roll them out, key standards included borehole repair SOPs, Latrine in Emergency Design and implementation as well as supporting CCCM in WASH in Camps
  • Managed budgets through South Sudan Humanitarian Funds, including preparing log frame, and Protection Risk Analysis and engaged in partner vetting and reporting on SSHF-funded projects. This included capacity building of local NGOs and ensuring quality proposals are submitted.
  • Support advocacy campaigns, especially cross-sector advocacy issues, such as humanitarian space and access, need-based assistance, impartiality and neutrality of humanitarian response.

Key Achievements

  • Represented WASH in the child mortality task force which investigated and came up with a response plan to reduce child mortality for the U5 years children.
  • Enabled setting and construction of Bentiu camp which ensured over 100,000 IDPs through coordination to receive core pipeline items and Borehole Drilling which enabled prompt IDP settlement.
  • Coordinated and rolled out a Waste Management strategy which managed to ensure community participation. I oversaw the rollout by 5 partners (including 2 UN) successfully through continuous community participation.

Summary: Supported the North East Syria Forum in the coordination and implementation of activities related to WASH, Shelter & NFI response. Key responsibilities include;

  • Establish and maintain coordination mechanisms with WASH and Shelter actors according to IASC principles, including regular meetings on the ongoing response with partners and WoS (Whole of Syria).
  • Working in collaboration with other coordination functions and ensuring updated matrices for planning, reporting and information sharing to identify gaps and eliminate overlaps.
  • Ensure consideration and inclusion of cross-cutting issues (Protection, Age, Gender, Disaster Risk Reduction and Environment) in the inter-agency Shelter & NFI and WASH response.

Key Achievements

  • Prepared and implemented the Winterization strategy covering 4 governorates, and 11 camps covering 245,070 individuals achieving an improved target of 64% from the previous 35% coverage with total funding of 8.96 M USD.
  • Organized successfully the ‘Shelter/WASH learning monitoring visit’ a multi-partner approach to verify technical standards and learn best practices for shelter response for war-damaged shelters
  • Supported WASH and Shelter partners through the Cash Working Group to create a decision tree for Cash programming for NFIs and Shelter/WASH constructions through conditional and unconditional cash.
  • Facilitated workshops with over 10 partners that reviewed technical guidelines for the Cluster (winter, summer and Core Relief Item NFIs, including cooking and fuel guidance documents) that were rolled out across 4 governorates.
  • Transformed the Shelter tool kit to include (Housing Land and Property & protection mapping) assessment tools through training (and workshops) and the development of questioners for mapping HLP & protection issues.
  • Prioritized integration of PSEA in shelter and WASH responses through the PSEA Working Group in North-East Syria.
