- Land Ownership and Title Management: Territorial Oversight; Managing all land and water areas within designated port limits across all ports in Nigeria; Title Documentation: Ensuring all NPA landed properties are properly surveyed, titled, and protected from encroachment; Acquisition and Disposal: Managing the processes for compulsory acquisition of land for port expansion and overseeing any legal alienation or sale of non-core assets.
- Estate and Lease Administration: Concession Support: While the Legal department handles contracts, the Lands and Asset department administers the physical space leased to private terminal operators (concessionaires); Rent Collection: Managing the billing and collection of estate rents, which are a major component of the NPA's non-shipping revenue; Tenancy Management: Supervising the use of port facilities by third-party stakeholders, including shipping agencies, customs, and private logistics firms
- Infrastructure and Asset Optimization: Asset Valuation: Conducting regular inventories and valuations of the Authority’s assets, including warehouses, office buildings, and berths; Redevelopment Planning: Collaborating with the engineering, Private-Public Partnership and and planning departments to determine the "highest and best use" of underutilized port lands; Compliance: Ensuring that all developments on port lands comply with the master plan and maritime safety regulations; Regulatory Liaison: Host Community Relations: Interacting with local governments and communities regarding land boundaries and compensation; Internal Synergy: Providing data and spatial information to the MD’s Office and the Operations Department for strategic decision-making
