Responsibility:

· Ensure Deployment and Functionality:Oversee the deployment, functionality, analytical techniques, and upgrades of International Quality Care (IQCare/SEEDCARE) Electronic Medical Record (EMR) systems across 11 comprehensive sites in Enugu, Imo, and Ebonyi States.

· Provide Supervisory Support:Provide supervisory support for day-to-day data collection of provincial/district service delivery.

· Coordinate M&E Data Collection:Coordinate all monitoring and evaluation (M&E) data collection and capacity-building activities with state staff to support facility staff.

· Analyze EMR Data: Ensure the collection and analysis of all data across EMR sites for the program team to inform strategic decision-making and prioritize program planning.

· Disseminate Program Information:Promote and support the dissemination of program information among the project team based on data outcomes.

· Technical and Supervisory Support:Provide technical and supervisory support for monthly troubleshooting and resolution of all operating system and application-related issues.

· Support OS Configuration and Upgrades: Provide technical support for configuring and upgrading operating systems, administrative tools, and utilities in ECEWS offices and supported sites.

· Capacity Building: Manage and build the capacity of ECEWS staff for database/software management, including EMR, NigeriaQual, DATIM, NDR, RADET, and NOMIS.

· Technical Support for Hardware and Software: Provide technical support to all program staff and ensure the team resolves all minor hardware, software, and interconnectivity/networking issues within ECEWS offices, supported sites, and project partners.

· Data Backup and Recovery:Ensure weekly backup, data recovery, and server administration in ECEWS offices and supported sites.

· Training and Supervision:Build the capacity of facility staff, program staff, and M&E personnel in using EMR through hands-on training and supportive supervision.

· ICT Device Configuration:Provide support in configuring and setting up all ICT devices for M&E activities within ECEWS offices and project partners.

· Data Entry in EMR Database:Ensure complete entries are made in all datasets from program records into the EMR database.

· Real-Time Data Quality Advice:Provide data quality advice for real-time updating of client visits, ARV pickups, clinical investigations, and lab monitoring/results in the IQCare-EMR database.

· Administer Software Applications:Provide technical support to administer NigeriaQual and NDR application software across ECEWS supported sites, and design and implement XML schema for both NDR and NigeriaQual exchange with EMR.

· Team Motivation and Reporting:Direct and motivate team members to ensure timely and accurate reporting on the Discrete Health Information Management System (DHIS1 and DHIS2).

· Develop Reporting Models:Develop models conforming to other reporting platforms developed by CDC and USG, allowing patient/facility-level data entry, storage, analysis, and interpretation.

· Optimize Data Collection Systems:Provide support in developing and implementing data collection systems and strategies to optimize statistical efficiency and data quality.

· Prioritize Reporting Needs:Work closely with management to prioritize reporting needs.

· System Monitoring: Perform daily system monitoring, verifying the integrity and availability of all hardware and server resources.

· Performance Reporting:Perform monthly performance reporting to support capacity planning.

· Data Migration: Ensure the migration of existing data management systems from the current platform to the required platform.

· Manage M&E Development Tools:Manage the development of tools, systems, and templates relevant for M&E reporting.

· Data Acquisition and Maintenance: Acquire data from primary or secondary sources and maintain a database system.
